Maybe we have the wrong end of the stick. Perhaps mod 26 was unnecessary, and we should trace it back. Just putting out there.
Maybe time for another hint, perhaps, or a nod in the right direction?
Is it a book cipher using the 7B plaintext as the book?
Not mod26, but maybe try converting the decimal numbers to another form…
Sorry @Awesomeness, – another clue perhaps? Is the next step converting those numbers into letters, or other numbers? I reckon that this is the step during encryption that gives the variation in ciphertexts for a single plaintext…
