I have NOT looked at the encipherment of digits, and they differ between the two PDFs mentioned in this thread.

Here is a corrected plaintext, including many missing umlauted vowels and expanded numbers (letters between Qs),
and some typos (e.g., DEMNAECHSU for DEMNÄCHST and LYBIEN for LIBYEN) by the encryptors:

“Wilhelm” is just a nickname given to the cipher by nonGerman cryptanalysts.
